Det Socialdemokratiske Parti "Harmoni" (lettisk: Sociāldemokrātiskā partija "Saskaņa", russisk: Социал-демократическая партия «Согласие», forkortet SDPS og også kendt som Saksana (Harmoni)) er et socialdemokratisk[1] politisk parti i Letland.[2]

Det er det største centrum-venstre-parti i Letland. Partiet blev dannet i 2010 ved en fusion af Tautas Saskaņas partija (TSP), Jaunais Centrs (JC) og Sociāldemokrātiskā partija] (SDP), sidstnævnte var et udbryderparti fra Latvijas Sociāldemokrātiskā strādnieku partija (LSDSP).[3] Ved fusionen var alle tre partier medlem af valgforbundet Saskaņas Centrs. Forbundet inkluderede også kommunistpartiet Latvijas Sociālistiskā partija.[4] Daugavpils pilsētas partija (DPP) fusionerede ind i partiet i 2011.[5]

Partiets tidligere formand, Nils Ušakovs, tjente som Rigas borgmester fra 2009 til 2019[6] og var Harmonis kandidat til premierministerposten i 2014. I Saeima har partiet 23 deputerede.[7] Partiets gruppe er derfor den største i parlamentet samt den ledende oppositionsgruppe.[7] Partiet er medlem af den internationale organisation Progressive Alliance[8] og den europæiske PES.[9] I Europa-Parlamentet sidder partiets eneste medlem, Nils Ušakovs, i gruppen S&D.[10]


In the Saeima the party has 24 out of 100 seats after polling 23% of the vote at the 2014 parliamentary election. Its parliamentary group is therefore the largest among the six groups in the Latvian Parliament, and the leading opposition group. Internationally, "Harmony" is a member of the Progressive Alliance[11] and the Party of European Socialists.[9] After the 2014 European Parliament elections its sole MEP, Andrejs Mamikins, sat in the Progressive Alliance of Socialists and Democrats (S&D) group in the European Parliament.[12] In 2018, after disagreements with Ušakovs, he defected[13] to the Latvian Russian Union and the party lost its representation in the European Parliament until the 2019 elections, when Ušakovs and his ally, former Vice Mayor of Riga Andris Ameriks (a member of Honor to serve Riga!) were elected.[14]

"Harmony" is currently the governing party on the Riga City Council in coalition with Honor to Serve Riga!, the successor to the centre-right Latvia's First Party/Latvian Way which dissolved in 2011. "Harmony" is the largest party seeking to represent the Russian-speaking population of Latvia.

On social policy, the party contains strong conservative elements in line with its voter base and setting it apart from the contemporary European social-democratic mainstream.[15][16] The parliamentary membership is not uniformly socially conservative.[17]

The party has strong ties with the Russian parties, in particular with United Russia (with which Harmony had a cooperation Agreement for many years) and A Just Russia. These ties were strongly criticized by Latvian liberals and nationalist parties, which have consequently ruled out the possibility of an alliance with Harmony.[18]

The party has been a member of the Progressive Alliance since its inception and was an observer member of the Socialist International from 2014 until its withdrawal in 2017.[19]

In an attempt to improve its image, in 2017 Harmony joined the Party of European Socialists[9] and announced that its cooperation agreement with United Russia has lapsed and had not been renewed.[20]
